24-25 App break missed but withdrawal now needed with 25-26 date

We have an apprentice who needs to be withdrawn, last having done learning in 25-26. 

However, it now turns out that they missed two consecutive months of learning and should have been on a break in 24-25 data, returning in 25-26. (The department in question has been a bit of a mess)

Revised App agreement / training plans aren't going to be possible now.

I'm wondering what to do and can see three options:

1. Withdraw them using the date in 24-25 before the 2 consecutive months of no learning

2. Process the break and return without the paperwork, and withdraw in 25-26

3. Ignore the 2 consecutive months, don't process the break and return and withdraw in 25-26

The first option is the least risky and is what my instinct says to do, but I'm interested in what others would do. Are there other options here?

Would lean towards 2, with a heavily annotated description of why you've done what you've done? Not ideal BUT you have been legitimately teaching them this year so you're due the money.

If we do chose option 2 we'd of course document what happened and why we've done this.

Absolutely would not dream of applying this across multiple apprentices!
