So, I think they've tightened this up post-devo. Used to be that they'd just pop up on a PDSAT and, providing there were only one or two, it was fine.
To quote chapter and verse:
You must not actively recruit learners who live or work outside of England. Providers located close to the borders can deliver ASF to learners who are not resident in England but reside in their catchment area. Delivery must take place in England. We do not expect these numbers to be significant.
I've been working with a "border" college recently and they have had to put ZZ99 9ZZ in their Welsh adult learners but their Welsh contingent is a long standing arrangement (Wales is less than 5 miles away from them!).
It is annoying that the bit you quote is only in the glossary NOT the actual rule which, as we can see, does not explicitly BAN it for the odd learner in a non-border provider...

We've got one learner out of our whole ASF provision, that lives in Wales. The ASF rules suggest that, providing numbers are not significant, and that we're not actively recruiting from that area, then we can fund them. But it also says this:
"Following the devolution of adult education functions, there is a new emphasis on residence in England,"
"This means the permanent residency of an individual in England (as in, not a temporary address for duration of learning taking place), immediately prior to enrolment determines eligibility for DfE funded ASF."
It's generating an LSDPostcode_06 error. Are we able to fund this learner? Do we ZZ99 the LSDPostcode? Any thoughts?
