Pass rate v achievement rate

Hi, 

Apologies if this is a silly question but please can anyone clarify the difference between a pass and an achievement for non-apprenticeship aims? 

DfE defines a pass as someone who completes a qualification and goes on to pass the final assessment, and an achiever as someone who completes a qualification, passes the final assessments and meets all their educational objectives. However, we don't deliver apprenticeships so there is no final assessment e.g. EPA - learners will either withdraw prior to completing, or complete the learning and pass or fail the exam/assessment. This is where I am getting confused. Our pass and achievement rates are different but I can't work out the difference in the formulas used to calculate them.

Pass rate is achievers / completers, achievement rate is Achievers / Leavers.
