Short answer is yes. When we were discussing this in April/May, ESFA were very keen that anyone who met the requirements (off programme for more than a month, agreed with employer and apprentice, definitely intending to come back) were put on a break, even if they were past Planned End Date.

Hi there, what is the latest point in the learners journey can they go on hold? If a learner has 3 weeks left of their programme before hitting Gateway but something happens and they need to go on a break in learning is that possible? Can they return from a BIL and complete 3 weeks left of their training?
