Hi All, 

I am asking for some reassurance that I'm not going to tie myself in knots. (kind of a second opinion) 

I've been advised by the ESFA that whilst the EPAO is undecided and therefore TNP2 cannot be returned. I should input the total cost into TNP1 rather than the training cost. Because by putting in the training cost only this is causing a DLOCK and non payment from the employers DAS account. Due to the total costs not matching up between the ILR and DAS. e.g.

TNP1 = £5500

TNP2 = left blank - (known it will be £500 but EPAO not confirmed for ILR).

DAS = £6000

therefore I was advised to input TNP1 as £6000 then later add a second TNP1 with a new 'effective from' date.  

I was advised that when the EPAO is decided to enter a new TNP1 (not change the original)

so for example the ILR would have

TNP1 £6000 01/01/2020 

TNP2 Blank

TNP 1 £5500 01/03/2020

TNP 2 £500 01/03/2020

I don't understand how this will work without causing errors such as two TNP1 records. Or crossover of dates as there is no end date for the first entry.

Is this what others are doing? The reassurance would be helpful before I change a bunch of learner records to find it causes more problems and have to go back.

Exactly what we do - if you only report Training costs in TNP01 you either get DLOCK errors or cash flow issues.


The ILR just reads the latest TNP records so it will ignore the amounts input initially.. Just make sure the date to you use when correcting the amounts is in the current academic year.

That is what most provider do in practice, but it is not inline with the funding rules requirement:

P215.2 You must enter the negotiated prices for training and end-point assessment onto the ILR. Where you and the employer do not know the details of the end-point assessment organisation at the start of the apprenticeship, you must enter the price for end-point assessment once this has been confirmed. This field in the ILR must be left blank until the price of the end-point assessment has been confirmed.

The reason the duplication of TNP 1 does not cause an error is that each takes affect from the date that applies.
