In case this helps: the issue is that the Learner Entry Tool 'Actual hours' entry (eg 323) incorrectly creates an XML entry <Phours>323</PHours> rather than <ActHoursOTJ>323</ActHoursOTJ>.
Because there is already a Planned Hours entry for that learner and there can only be 1, it triggers a validation error.
Removing the entry in Actual hours allows the ILR to be uploaded.

RO5 upload - 'XML is not well-formed'

When I try to upload the ILR for RO5 (generated by the Learner Entry Tool), I get the error message 'XML is not well-formed'. The RO4 return uploaded fine. According to the XML editor the XML is well formed. Has anyone else found this? I have have raised a ticket.
