Hi
If a 16-18 FT learner has past the qualifying period with one College and withdrawn, are they then able to enrol on another PT study programme with another College?

Yes, this is covered somewhere in the depths of the 16-19 guidance (of course, I can't find the specific para now!). Not least because the learner will affect the retention factor of the initial provider (in two year's time).
