Transfers between providers (apps)

Hello,

 If a learner transfers between providers, would the new provider be responsible for evidencing the minimum 20% off-the-job training for the whole programme, or only for the period of learning with them?

No, only the period of training being delivered with the new provider (as identified in the commitment statement with the new employer).

Hi Martin, 

Is this based purely on time left on programme?  What if the learner was behind on their off job hours prior to the transfer, wouldnt this mean that the learner has not met the overall hours requirement for the programme?

It can be difficult to establish and or evidence the OTJ training hours when an Apprentice changes provider but as with ant start you must consider and take in account APL, any shortfall in OTJ hours from the previous employer should be taken into account and the planned duration with you to complete the Apprenticeship should be based on what is planned to be delivered and not time left on the programme.

Even though you would only record in the ILR the OTJ hours for the delivery with you as recorded in the commitment statement you must ensure that over the full duration of the programme that the min of 20% has been delivered, this may result in delivering more than 20% OTJT over the period with you where the Apprentice is unable to evidence a minimum 20% with the previous provider.
