Non-EEA Citizien apprenticeship eligibility

We have a non-EEA citizen who has been UK resident for 3 years and has a UK residence card which expires after his planned end date. Would he be eligible based on the following paragraph:
P375 A non-EEA citizen is eligible for funding if they have permission from the UK government to live in the UK (not for educational purposes), and have been ordinarily resident in the UK for at least the previous three years before the start of the apprenticeship.
Any help would be appreciated!
