19-24 Traineeships - Claiming Benefits

Although I have been managing the funding for traineeships since their inception it has mainly been 16-18 under an EFA contract, following a change of employer we now secured a 19-24 contract and just need to clarify my understanding on the following point:
Am I correct in thinking that the 19-24 Traineeship allows learners on benefits to continue claiming as long as they don't exceed the 70-240 hours of Work Exp?
