I know there has already been quite a few queries posted in reference to the FRM reports and I have read all these before posting this;

I have found reports in VYED and amongst the funding reports in our submission to the SLD.

I read the following in the FAM post-16 funding rules.

11. We will implement ILR validation rules from R02 to ensure data remains consistent between years and is only changed in line with guidance published in the provider support manual. This affects the following reports from last year (the report reference is from last year’s plan):

 • FRM04 – Changes to the ‘learning actual end date’ between years

 • FRM05 – Changes to the ‘learning planned end date’ between years 

• FRM26 – Breaks in learning where the closed episode is reopened upon the learner’s return

 My understanding  is that reports FRM04, FRM05 and FRM26 should be in the violation report if applicable, on SLD - e.g. Rule name FRM_04

I have downloaded the latest version of the 20/21 ILR Validation Rules - I can only see 1 FRM rule (FRM_4) does that mean that FRM05 and FRM26 should be appearing elsewhere? If they don't have a rule name amongst the Validation rules I would assume they won't appear in the violation reports.

I want to ensure that I'm not missing these reports altogether.

The only place I can find replacement reports for FRM05 and FRM26 is in the  PDSAT Cross-ILR Reports as 21X-004 Changes to learning planned end dates between funding years and 21X-009 reopened aims after a break in learning.

Thanks Martin,

Why have they made this so complicated. There is no suggestion in the guidance that these 2 reports are no longer FRM reports but can be found in the PDSATs. I'll have a look at our PDSATs.

THe whole idea of FRM reports  is so the ESFA can monitor that we are checking our data, unlike DSAT reports that they only know we've been actioning when we get audited.


Surely an error on the ESFAs part. Yes we should be monitoring DSAT reports, but surely the ESFA want to monitor our compliance with these two reports monthly?

Hi - I dont suppose you found the FRM05s did you?  I have 2 lines against FRM04 on the Rule Violations report but no FRM05s - even though I have identified myself that there are a few in our data...
