AEB in the workplace

I'm looking at a WYCA tender for AEB. Under "What we will not fund" it says "training in the employers workplace" and in a recent clarification it says this reflects the policy in the National AEB. I get that the list of 19-23 level 3 entitlement courses is primarily classroom based but the new Lifetime Skills Guarantee course list includes work based courses such as 60126292 Early Years Educator. Has anyone seen anything on LSG that clarifies if it is going to be classroom only?
