Per the advice here:
The apprenticeship service only supports the English apprenticeship system. The amount of funds in each employer’s account will depend on how many of their employees live in England and the proportion of their paybill paid to these employees. This is called the ‘English percentage’.
HMRC calculates your ‘English percentage’ from the information you provide about your paybill, and uses it to put the right proportion of levy funds in your account. Your latest English percentage will be visible in your account.
So, if they're levy-payers this will all be worked out for them. English Apprenticeships can only be funded for people who work more than 50% of their time in England.

We have an employer whose registered HQ address is based in Scotland but does have sites and employees based in England. My query is around the Apprenticeship Levy, can the Levy pot be used to fund an English apprenticeship based in England? Is there Levy pot split between those who work in Scotland and those who work in England? The apprentices will be spending more that 50% of their apprenticeship working hours in England.
