Gifted levy for programme then change in employer

Hi all,
Looking for some guidance on this as cannot locate a clear answer in the rules, psm etc.
If a Levy paying employer 'gifts' a non-levy employer the monies for an apprenticeship programme and then the learner leaves and goes to another employer does the 'gifted' levy agreement remain in place if the new employer is happy to continue with the apprenticeship programme?
