Learner Unable to Achieve Maths

I have a learner with learning difficulties he has provided a report that discusses memory recall issues and dsylexia which basically means if he is reading a complicated maths question, by the time he gets to the end of the question he has difficulty retaining and recalling the start of the question.  Therefore he will struggle to get a correct answer.  We have worked hard with this learner but we cannot get him anywhere near a Level 2 Maths, to be honest he would struggle with Level 1.  He is on a Level 5 Apprenticeship and has worked very hard and struggled to get through to the point he has and should be admired.  I have asked the ESFA if he can have exemtion fro maths and they have not even viewed his report  but after many weeks have come back and said he must have one of the documents listed under P152.2  an EHC Plan, a SEN or a LDA, .  This man was not aware what his problems were when he was at school he was just treated as stupid and doesnt have any of the above.  He is an adult learner not a young person how can he get an LDA .  He has an Assessor Statement from a certified Adult Literacy Subject Specialist and Dsylexia Licensed Assessor   Yet I offered to provide this to SFA if required and they have not even asked for it.  Where do I go from here.
