OK, so, as an 18 year old, he'd come under study programme funding, not AEB.
You'll need to establish which of the Para 40 (V1 21/22 guidance) exemptions he's fundable under though, what with him not having been here for three years. Assuming he is here legally and isn't on a student visa then you'll almost certainly be able to fit him into one of the categories.

We have a student who has moved from Hong Kong in Jan 2021. Can I just check he will be fully funded for his study programme in the UK? He will be 18 on the 31st August 2021 and we do have a small Adult skills budget even though we are a 6th form.
