Morning, I am having the same issue and have raised it with the help desk. I have also cleared my Cache etc and different browsers but nothing works.
They have just asked me a couple of questions and requested a screen print of the issue but explained nothing to capture as no error message. Once I press upload it reverts to the upload file page again and does nothing else.

Hi Sarah, we have just had a call with the ESFA team who have explained that there is a glitch with version 5 learner entry tool and this will be resolved in version 6. If you firstly make sure you are using the version 5 of the learner entry tool and then the glitch is to do with learning actual hours, so if you leave this field blank for this month until resolved on version 6 let me know if you need any more information.
Hello - the team have now added the following messaging to SLD:
Please be aware that there is an issue with version 5 of the Learner Entry Tool which will affect learner records with a value in the OTJActHours field. We recommend for R07 that any data in this field is removed. We will be releasing a new version of this tool to resolve this issue. Please accept our apologies for any inconvenience caused.

URGENT: Submit Learner Data Not Working

Hi, I am trying to upload my R07 return via submit learner data and have been trying since the 25/02/21, I cannot submit it. I choose my file press upload (this normally takes me to the error page to say you have errors would you like to upload a new file or submit anyway and you have the submit button) but at the moment it takes me to a new page has the loading icon and says uploading but this then disappears and it goes back to the main page where you choose a file. The helpdesk have said all my files are in an unsubmitted folder and i need to press submit, but i do not have this option. Has anybody else ever experienced this or have any advice for me to try?
I have already tried updating my file everyday and trying again, i have tried on a new internet browser and i have cleared my cache and browsing history.. any advice would be greatly appreciated as i am getting nowhere with the helpdesk.
