Learner Transfer from TL/SUP to BA

Is it possible to transfer the App standard a learner is undertaking and what is the required evidence needed for this as a valid justification?
We have a learner who looks as though they aren't going to meet the TL/SUP standard requirements now due to restructure and reallocation of roles within their employer business but would be able to to work to meet the BA3.
How do we report/record this and is the rationale of change of role enough?
We've explored ways that the TL/SUP could be facilitated/supported by their employer and modifying the sequencing of the delivery but due to current circumstances the learner would be disadvantaged and full coverage of the standard potentially couldn't be met. The learner has been on programme 5 months.
