FRM 20 Loans not in ILR

Please forgive this basic question, but I'm struggling. I've found the new FRM Reports, the only one that appears to be populated is FRM 20 (if I'm reading them correctly - which I'm not confident about!).
I just don't understand what FRM20 means. As far as I'm aware both my learners ARE being reported in the ILR submission each month (Pellcomp double checked this for me and confirmed), besides if they weren't being reported, then how would the FRM Reports know about them?
Interestingly in R6 its showing 3 Learner Loan errors - interesting as we only have 2 learners with loans.
I know this may appear a daft question to those of you who are totally on top of these reports, but im struggling and any guidance would be appreciated.

FRM20 indicates what is recorded on the loans portal and does not match any entry in the ILR, you may not have recorded or have a different ULN or aim reference.

I've checked Funding Model, SOF, Loan Start & End Dates, Learner Loan Numbers, Values.
