If Tier 4 is his current immigration status then he wont be fundable. Would apply to the spouse too.
A Tier 5 visa appears to be for temporary workers - im not sure about the eligibility but a minimum of 3 years residency would be a must, which it looks like they dont have?

Hi
We have a potential user who has been in the UK since 2019 and was at university, but is now applying for an apprenticeship.
He was previously outside the EU and has a Tier 4 visa (applying for Tier 5 and his national insurance number).
Is there any way he is eligible for an apprenticeship? I don't think so but want to make sure so am asking in various places.
