Employer incentive payment after a change in circumstance

How is the second employer incentive payment triggered when there has been a change in circumstance?
We are about to take on an apprentice from an employer who is moving the learner from another training provider to us. The employer has applied for and been paid the first of the new incentive payments. As the ILR needs to be matched the incentive payment to be made, when can they apply for the second payment. Will this be 365 days from the first start date, or 365 days from the start date with us?
Any thoughts?

See the following, the new employer may not be eligible for the payment.
