Is it still only Functional Skills Maths and English that are funded by ESFA for Standard Apprenticeships?

When an Apprentice has to do Functional Skills ICT, because they have signed up to do a Framework, what sort of aim type is this in the ILR?

We have a framework learner who has attempted ICT 3 times but failed. Can I record the outcome for ICT as 2 and 3. The ZPROG will be then 2 and achieved?
