"Turkish worker" is a particular type of visa. I've never seen one but I'm assuming it has specific wording on the visa itself. Probably not a huge help to you, but maybe it's a start?
Ah, Turkish Workers! The Apprentice has to be 16-18 for this to apply and, yes, they have to have come with their parents. The parent will have an entry visa that describes them as a Turkish Worker https://www.gov.uk/turkish-worker which you'd probably want to see (not copy!) for evidence purposes. The parent doesn't have to have been here for three years (this rule comes from the Study Prog guidance where the emphasis is to fund as many people as possible).

I wonder if someone can provide me with a bit of clarity please.
We have an apprentice who is looking to be signed up at an employer. They are originally from Turkey, and has only lived in the UK from August 2020. Looking at the guidance I don't think they would be eligible due to them not being a UK resident for the previous 3 years...
However, it then says this which has confused me a bit...
So if their parent is/has been employed in the UK, would that parent also need to have lived in the UK for 3 years to cover 399.1 or would that not apply in this instance?
Also, what evidence would be needed for auditable purposes?
