You will need a component aim to support the programme aim. You cannot just have a programme aim on its own. If there is no mandatory qualification, you will need to add a non-regulated learning aim.
As per Provider Support Manual:
All apprenticeship programmes must be recorded with one programme aim and at least one component learning aim.
Have a look at the PSM article here

Melanie Aspinall Martin Locock This is really useful, thanks both. Do you know if the component aim needs to be reported on the commitment statement for non-regulated learning aims? Or do we just put the programme aim?

Delivering level 4 standard - Learning Aims and components
Created
I am familiar with degree apprenticeships where there is a Programme Aim (ZPROG001) for the standard and a component aim for the qualification.
We will be delivering a Level 4 standard for which there is no compulsory qualification (although we are treating it as an HNC). Can I just have the Programme Aim, or do I need a Component aim too, and if so what should the component be?
