I'm hoping someone can help. The wording of the above states:
185.2. we have confirmed a national level concession that responds to a significant negative economic impact for a specific industry, or work placement or work experience, unless it is delivered as part of a traineeship programme, or the Prince’s Trust Team programme
The word We implies the approval to use this rule would need to be in writing from the ESFA, is this correct or can an FE institution use this rule if they feel there is a need for delivery that falls into this rule.

The "we" is definitely ESFA, not individual providers...
