I think they still need 3 years? As far as I can tell (someone asked this on CMIS the other week) they're classified as non-EEA, so it would be the same as any other learner in that category. If they're a family member of a UK (or EU for now!) citizen then those rules might apply to mean they don't need the three years, but I think that's the only exception?

We are starting to get a number of Hong Kong learners with BNO passports but with less than 3 years residency and therefore would anyone know if they would be exempt from the 3 years residency rule to be funded under AEB?
