Learner enrolled with another provider

Good Morning.  We have a learner wishing to enrol onto an AEB funded course ASAP with us.  They are currently enrolled with another provider on an AEB funded course, their planned end date being July 2021 but aiming to complete in April.  Am I right in thinking that we cannot claim any funding for academic year 20/21 as its been claimed by the other provider?  Or can we claim funding once they have completed the course with the other provider?  Thanks for your help.

They will not fund:

79.4. any part of any learner’s learning aim or programme that duplicates provision they have received from any other source.

If this does not apply they can undertake provision with you in the same funding year.

Thank you.  It is a different aim to that of the other provider.  Do we have to wait for them to complete or can they do both courses at the same time?  Sorry just want to clarify before I contact the learner.

No a learner can undertake different aims with another provider.

Hi Clare, just be aware there is a maximum funding cap for AEB, I think its around £4400 (before uplifts.) So depending on the qual funding value you may not receive all of the funding for your aim.

Hi Martin

Sorry for jumping in on this one.

Where abouts and in the which guide are you referring to where is says "will not fund any part of any learner’s learning aim or programme that duplicates provision they have received from any other source"

We have a learner who was with another provider last year and was working towards the same standard.  I seem to recall sometime ago that we needed to contact the previous provider to obtain how much funding has already been drawn down?  And it came out on one of the funding reports?  I remember it saying somewhere that the funding always follows the learner and not the provider or something along those lines.

My problem is, that although the PLR says he was studying for said Standard and sub aims, he didn't complete.  I am now being challenged and asked, what if his attendance was bad or didn't learn anything, and he hasn't got any certificates etc.  Can you please point me to where I can find this information and if possible what reports will tell me he has already drawn down funding for this Apprenticeship.  Thank you in advance for any advice.

AEB funding rules 20/21 but your post is about an Apprenticeship.

You will find the information from the learner who should know the answers to your questions which you back up be checking the PLR.

Your training price should be based on the training needed to complete the Apprenticeship and not how much is left from the CAP, it is normally difficult to get the funding drawn down by the previous provider, but you should be able to estimate it from the information you get from the learner.

The previous funding drawn down is shown one the funding reports but not until after the learner has started.

Thank you Martin as always.  What would you suggest if we decide he needs the full amount of training again?  How would that work?

Martin West

The employer is liable for any cost in excess of the CAP taking into account the funding already drawn down by the previous provider and your costs for completing the Apprenticeship, you will only be funded for the balance remaining under the CAP.
