Can I ask, when a learner leaves their traineeship earlier than their planned end date to go into employment or an apprenticeship how do you complete the ILR for the work prep aim & the works experience aim

Is it completed & achieved OR withdrawn

Looking at the support manual under 'recording destination & progression information' it suggests the following (scenario 4)

Outcome field scenario 4

Learner leaves traineeship early to progress to a job or apprenticeship or further learning

Aim Completion Status Actual End date Outcome Achievement date ESFA Achievement funding ESFA Retention Funding Employment Outcome (19-24 only)
Programme aim Completed Actual end date of programme Achieved Must be within 6 months of actual end date Yes – 20% of single prog rate 100% Not completed
Work Placement Withdrawn On or before prog end date Not Achieved Not completed No funding n/a Not completed
Work Prep Withdrawn On or before prog end date Not Achieved Not completed

Why do you doubt the guidance as it reflects the reality of the situation, the learner has not completed the work placement as planned so it is correct to record it as withdrawn?

thanks Martin, the reason i ask is because an employer is unable to apply for the Traineeship incentive & the ESFA help desk have said its because the ILR is not marked as completed & achieved, the learner only has to complete a minimum of 70 hrs in order for the employer to be able to apply for the incentive, this particular one left before their planned end date

From the employer agreement:

Subject to Paragraphs 4 - 6, an Employer may make a claim for the Employer Incentive Payment in respect of each Learner that meets the criteria as set out in Paragraph 2 and has completed the agreed work placement hours.

I read that MArtin & flagged that to the service desk, this is a line out of the response, my understanding reading from guidance is that they should have completed the agreed work placement hours

This is what they sent me,,

The validity for a traineeship employer incentive claim is the 70 hour minimum.  If the employer does not deliver 70 hours, they cannot claim the traineeship incentive. If this has happened because the employer has progressed the young person to an apprenticeship earlier than planned, they may be eligible to claim an incentive payment for hiring a new apprentice instead.
