Transferring pathway with less than a year left on provision

Help! this impacts on a groups of learners who are due to complete their development competencies in June and go forward for EPA in September, but they need to transfer the pathway they are on, within the standard. For example the learners are on Engineering Technician but are moving a pathway from product design to technical support.
Will a commitment statement, apprenticeship agreement and ILR update suffice, especially as the learners have less than 12 months left on provision, what will the impact be on the off the job hours.
