Reopening an expired funding reservation

We have an employer who is wanting to claim for the new employer incenitve payment and reserved funding in January 2021. This funding reservation has expired and was not processed as the employment start date for this learner was captured incorrectly as December 2019 rather than December 2020 so it was originally thought the employer was not eligible to claim the incentive payment.
Does anyone know if the apprenticeship service/ESFA would allow for an expired funding reservation to be re-opened in this instrance? If so, what is the process to follow here?
