Functional Skills during Break in Learning

Some of our hairdressing learners who are furloughed and on a BIL have been attending functional skills maths and English sessions during their BIL. How do we record this on the ILR? Is it OK to be on a BIL for the apprenticeship but start or keep working towards Math & English during the BIL? Or should we put the start date after they return to learning even though this wouldn't reflect the actual and correct start date?
