Postcode Eligibilty for Apprenticeship

Hi All, brain has frozen on this....... but can I ask following.......I have a learner with a Cardiff (Wales) residential postocde but who works full time in Gloucetser (for the Levy Paying Employer); he spends pretty much 100% of his working time in Gloucester..........he is eligible for English Apprenticeship isnt he? Got an ESFA process and controls visit and the 'non eligible' postocde report has thrown this up? Presume just as a check.
