AEB learners 20/21 into 21/22

Morning,

            Hoping somebody will be able to help with this as the Service Desk haven't responded to my query yet. I understand that the current AEB contracts end on 31st July 2021 so any learners enrolling before then need to finish by that date and that the new procured AEB contracts start on the 1st August. If we have some learners who haven’t achieved by that point, are we able to put them onto the new contract as a restart and use a funding adjustment to ensure we don’t claim additional funding? Or do we think there will be a rule violation created to prevent any learners being processed with an original start date before 1st August 2021?

I would not think they need to finish by that date (where did you here that) and I expect you would have an allocation for existing learners to complete.

Hi Martin,

I had an email from the ESFA when I sent a different query last month and they said:

"All ESFA funding for ESFA funded AEB contracts for services will end on the 31 July 2021. Any learners who started learning before this date and have not completed their programmes on or before the 31 July 2021 will not be funded by the ESFA.

Any ESFA funding for AEB contract for services from 1 August 2021 will be a new contract, determined as part of the AEB procurement, and will be for new starts only."

So just thought I'd post the question on here to see if others had heard similar information or had suggestions on what to do in August for those that don't finish by the end of July...

Para 334 of AEB Rules (which has been there all year):

334. This is the final year of your contract for services. It will expire on 31 July 2021
and the contract will not be extended again. You must plan your delivery, including any
subcontracted delivery, and learners must complete their programme by 31 July 2021.
Funding will not be allocated beyond this date.

I definitely wouldn't recommend planning any end dates past 31 July, for once there isn't carry-in funding. I don't *think* what you describe would error in the ILR, but I'm also pretty sure that an auditor wouldn't look kindly on it...

If you've planned for learning to finish in July, you'll still have until R14 to record any achievement, but that learning does need to finish in July.
