Contract coming to an end before end date of Apprenticeship

I'm clear that the funding rules states if an apprentice changes their job they have 30 days to secure new employment otherwise they must be withdrawn - the only exception being if they've been made redundant.

We have a learner that is 8 months passed their expected end date and their contract came to a end last week. I don't believe this is the same as redundancy and just wondered what others opinions were.

I also feel the employer would not be wiling to stipulate this in writing as its not really the grounds they employment terminated with them and as we are required to keep this evidence on file I'm not happy with keeping them on programme without this evidence.
