Completion Payment for Apprenticeship Standard

We have a learner who completed their learning in Jun20 and achieved their full apprenticeship in Aug20. The Apps Indicative and I agree about how much money was left outstanding at then end of R14 2019/20 as a balancing payment and completion payment, and they were showing as expected to be paid in Sept20. We actually received a sum which was less than that in Sept20 and some funds were clawed back in Oct20 (not sure why). The Apps Indicative hasn't altered between R01 and R09 2020/21. There's nothing on the DLOCKs, there are no data errors, all the completion statuses are correct as are the dates. There's nothing on the FM36. The employer is a levy payer who does have an outstanding co-investment payment for 2020/21 which is a lot smaller than the shortfall in payments. Any idea why we haven't received the final full payment?

Doesn't matter how small the payment outstanding is, you won't get the completion payment 'til it's added.

I have got an outstanding contribution of £0.00008 (yes, that's the right number of zeroes) and it's holding up £1800 of completion payment (it's a weird artefact of an SEM flag not being added properly)...

If there is any outstanding co-investment you will not be paid the completion payment, you must collect any outstanding payments and record them on the ILR then you will be paid.

Check the FM36 Learner Level Summary from the SLD as this will identify any Completion holdbacks.

I've just gone through all the FM36 reports for 2020/21 and the learner doesn't appear on any of them

the only complication is that the employer stopped the original DAS cohort and raised a new one drawing from a new levy pot in 2019/20, but the 2019/20 payments all went through, the prices match and I've triple checked the value of the residual

If the achievement date is in this year and the ILR is recorded as complete and you have not been paid then it must be in the FM36 Learner Level Summary report.

I think that what's actually happened is that we've received the completion payment but not the balancing payment. Unfortunately the Monthly Payments report doesn't split them out. Using example figures:

We were owed £3000 of which £1000 was the completion payment. According to the Apps Indicative, both payments were due in Sept20. On the Monthly Payments Report, we received £2500 in Sept20 and £500 was clawed back in Oct20. At this point the learner does appear on the FM36 report as Clawback, but since the record doesn't appear on either the Data Violation or Data Locks reports, I don't know why. The learner completed the academic element in Jun20 and EPA in Aug20. Dates and completion statuses are in the ILR.
