Non Levy Employers Reserving Funds

Can anyone advise when employers are reserving funding for non levy apprentices via the Apprenticeship Service which price do they enter is it the total amount or the amount minus the 5% they will pay?
We have an employer who has advised they have reserved funds but when they have come through on our account for approval they look just like a Levy learner ? Is that correct they have entered the total amount of the training do we then just collect our 5% through our usual method?
Sorry first time I have used this process and all the videos and links I have watched are from the employers perspective. It looks to me like a Levy payer so I am not sure how you tell the difference??
