We have several learners who were part of a larger cohort who were restarted with an incorrect start date. 

Not all learners returned on the date specified - but due to clerical error it was assumed all learners had been seen and returned to learning, when some were a fortnight later.  

The planned end date will remain the same even if the start date is changed because it has been agreed with the learner/employer at the return to learning interview & meets the original duration requirements (extension to programme was added due to new COVID restrictions, so even those who started 2 weeks later will still be on target to complete the programme for the new PED). However the restart date won't be correct and will not match the learners evidence. 

Can I go in and change the re-start date for the ILR and evidence this in the learner record?

Are there any known errors from doing this?

If entered in error it can (should) be corrected on the ILR.

Can I just update the ILR record's start date? - Do I need to do a withdrawal? - the guidance seems to only require the withdrawal process  when changing the PED or if the start crosses academic years. Correct?

As long as the start date is in the current ILR year you only need to emend it.
