Rule R59 There is more than one record for this ULN

Hi All

Hope you are having a good day. 

We subcontract all our provision and have a learner that has completed 2 courses. Each course is with a different subcontracted provider and each provider has given the learner a learner reference number. This means the leaner appears in the ILR with 2 different learner reference numbers but the same ULN. Hence why I am getting the error message. Both records are correct. The learner reference numbers are system driven and both subcontractors send us an XML file for their ILR which is then merged using the file merge tool.

I have tried querying this with the ESFA and this is the reply 'Your data must only show one ULN with all learning aims recorded against it, with each having the subcontractor UKPRN recorded'

How do I get around this? Any help would be greatly appreciated.

The Learner Reference number is the Training Provider's number, not the subcontractors, so you can assign one.  You will need to end up with a single record with two learning aims (each subcontracted). (The subcontractors can use the ULN to ensure that  their records relate to the right individual).

You should have a process that identifies when an existing learner is subcontracted that the ULN is advised to the subcontractor to use in their MI system.

Alternatively, you can use the results from the validation report to change using the ILR entry tool the ULN in the subcontractors ILR and then rerun the amalgamation.

So if I ask both subcontractors to use a single Learner Reference Number will this work when the ILR's are merged?
