FRM16 - Learners who have achieved a full L2

Can someone please clarify the guidance regarding the FRM16 report – Learners who have achieved a full L2 qualification (or higher) and are fully funded for a further L2 entitlement.

 

I have 18 learners suddenly appear on this report from the R09 data submitted but I am unsure as to why this is the case, could someone clarify for me?

 

 

All the learners are aged between 30 to 50, unemployed and on benefits.

 

Learning aims           50090513 – Diploma Hairdressing

                                    50090768 – Diploma Beauty Therapy

                                   

 

 

The guidance for FRM16 shows that the provider has to take the action below -

 

Correct data, learner is ineligible

You must recode the aims with Funding model code 99, or follow provider support manual guidance on correcting data errors after hard close of the previous year (aims with an incorrect funding model).

 

 

It’s a lot of funding to lose!

I'm not familiar with the different FMR's but a learner with a prior attainment at L2+ would not be fully funded, unless they were in receipt of benefits. if they are employed/not in receipt of benefits then they would be co-funded.

I'm not sure why it states you must change it to 99 as that implies its full-cost

There were known issues for this report at R05, R07 and R08, It is only the entitlement to first L2 that is fully funded any subsequently aim should be co-funded unless the learner is returned as unemployed.
