TIER Status - eligible?

Tier 4 is a student visa, so no, they're not eligible for funding regardless.

BUT...Am I correct in thinking that if they met any of these below, then they would be exempt from the Residency and also be eligible?

43.1. refugee status
43.2. discretionary leave to enter or remain
43.3. exceptional leave to enter or remain
43.4. indefinite leave to enter or remain
43.5. humanitarian protection
43.6. leave outside the rules16
43.7. the husband, wife, civil partner or child of any of the above in paragraphs
43.1 to 43.61
43.8. section 67 of the Immigration Act 2016 leave
43.9. Calais leave to remain

Yes, but someone on Tier 4 wouldn't have any of those statuses, kind of by definition.

Got it. Which makes me wonder why do the rules say, if they have them they will be eligible?! Or am I missing something else that a Tier 4 holder may have that would make them eligible?  

Tier 4 means they have specifically come to the UK to study (and then go away again). Because of this, they are unable to be funded to study. All of the other statuses are people who have come here to live and, eventually, all being well, become UK citizens.
