Hi,

I'm just seeking some clarification on part of the AEB Funding Rules, on Community Learning.

218. If we fund you through a grant or financial memorandum, you have the flexibility to use all, or some, of your non-formula community learning funding in line with the AEB formula-funded methodology (funding model 35), to meet local demand.
 
Are other views of this that for a Community Learning course or aim that the AEB formula method should be followed in the same way, i.e. 
Funding = rate x disadvantage uplift x area cost uplift
 
Then we can factor in other things if needed like learner support, hardship etc.

Um, is that what it means? Is it not saying "you can 'vire' FM10 into FM35 if you want"? So if it's flagged as FM35 it will automatically generate the funding?

That makes much more sense when comparing it to paragraph 219, which I was extremely confused about in relation to 218!

You can use this amount of non-formula community learning funding (stated in your Appendix 1) to deliver non-regulated provision that may be similar to community learning, and/or regulated qualifications to meet local demand. If you do, you must:
219.1. follow the ESFA funded AEB formula-funded methodology and submit ILR data under funding model 35
219.2. enrol learners following ESFA funded AEB eligibility requirements set out on page 36 and paragraphs 151 to 215, you must not use your nonformula community learning local fee remission policy
 
Thank you for your help, makes much more sense! My interpretation was that providers had to set the way they would use their CL allocation as if it was AEB (using the AEB methodology), instead of being able to set their own 'funding rates' based off other criteria for their CL grant, so I guess the latter is correct?

The second half of 219.1 is the key bit :)

(of course, you get paid up to 103%, so don't vire any unless you're going over that anyway, you get your CL regardless ;))
