We have a learner funded through non levy employer Das- they are moving to new non levy employer. Does the new employer have to reserve funding for this learner to enable them to be funded

Non levy employers have to reserve funding on DAS for new starts- does the new employer need to reserve funding for the apprentice moving to them- if employer has used there cap pf 10 does this impact
