A Level ( year 1) Transfer

If several learners ask to change their A Level at the end of year one can they be transferred? My thinking is yes, as long as the transfer takes place in year one, and there is evidence of learning of the transferred aim prior to the 31/7/21, otherwise it would be a withdraw/new start? The EED would be two years to allow two year study on the new aim? I am new to A Levels, please advise?
