Change of Employer followed by Break in Learning - Price

I wonder if someone has encountered this before. I have an apprentice who changed to a Non-Levy employer in 2020 and, as a result, a new POT (pot2) was created with a TNP3. Later the same year, the apprentice went on a Break in Learning.
The apprentice has now returned on another new POT (pot3), this pot3 also has the TNP3 from the pot2.
Usually when an apprentice would return from a break, the 20% outcome would remain the same as it was in the previous POT. However, because this pot3 is carrying over the TNP3 from the pot2, it has recalculated the 20% outcome and as such the monthly payments and scheduled co-investment are incorrect.
