Funding and 70% GLH for FS Adult Skills Math and English

We are a tiny organisation, and as yet have never split aims across academic years.
We have the following scenarios
- a learner might fail Maths E3 in June , then retake and pass in December, and continue learning and take L1 in June the following year. I am concerned that the learner wouldn't reach the minimum 70% for the first aim which will end in December. (they need to do 38.5hrs minimum GLH for FS Maths & English, and would have had max of 28). Bearing in mind we'd have had 80% funding for the 'fail' should i just then adjust the funding to the % of tiem actually spent on the aim in the new year?
-a learner is ready to take E3 early and starts working on L1, with their aim planned end date the end of the current academic year or before. They return in the Autumn and take and pass L1 in December. Across the two years they have completed the minimum GLH, but the aim ended in July??
I have been asked to answer these questions for management at a meeting tomorrow and would be very grateful for your help.
