In 26/27, the funding rules say this. The 26/27 glossary defines Unemployed like this: An individual who is looking for work and who has no earned income (earned income comprising the remuneration or profits derived from employment under a contract of service or in an office, including elective office, a trade, profession or vocation, or any other paid work).
I think this means that:
1) Receipt of benefits is no longer relevant to funding eligibility (YAY!) (Except possibly for SWAP?)
2) We still have to ask ALL learners if they are receiving benefits and complete the benefit status indicator accordingly in the ILR.
The ILR specification 26/27 says this about BSI: ILR Specification 2026 to 2027: Attribute: Benefit Status Indicator a) it is collected for all learners b) it is required to monitor economic activity and establish funding eligibility of learners. As far as I can see, it is only SWAP learners whose eligibility depends upon benefit status.
Does anybody else have any thoughts?

Yup, sounds about right to me. If you recall the *first* version of the 25/26 rules they *tried* to do this last year and everyone got confused so they put it back to how it had looked previously...

I'm reviewing the changes in the ASF funding rules for 26/27, and there's something new about unemployed.
In 25/26 the funding rules said this.
