Hi I wonder if you can help. I have an L3 apprentice who had a major accident three months before he was due to go through Gateway. His employer and we put him on a BIL. It is over the year now and it quite possibly could be another year before he can return to work. His company are very supportive and keen to keep the window of opportunity open to him. How do we proceed? Keep him BIL or make him a leaver and then "new starter" when and if he returns?

No reason to not keep him on a BIL, there's no maximum length BUT you need to make sure he stays in your ILR or the QAR will treat him as a leaver regardless.
