Change of Employer & levy transfer (TUPE)

How do we (training provider) action a change of employer via The Apprenticeship Service when the company has been taken over by another (TUPE) & needs to action a levy transfer from their old company to their new one?
We have been advised that it is the same process for a standard change of employer, however, the employer has been advised to set up a new cohort request, as if they're new sign-ups.
The employer has added a 'stop' to all of the learners record (6 learners) which now can't be undone.
One learner has sat & passed their EPA 2 weeks prior to the date in which the COE's have taken place, so now that the record is stopped, how do we make sure that we get our completion payment, with their record being stopped & not being able to action a COE, after they have passed their EPA?
