15 Year Old School Leaver Starting Apprenticeship

He can start now, can't he? Last Friday in June for Y11s is the earliest start date, isn't it?

To access funds in the employer’s apprenticeship service account or government
employer co-investment, the provider must ensure that the individual:  
26.1. Starts their apprenticeship after the last Friday in June of the school 
academic year (September to August) in which they have their 16th 
birthday.

Thanks Steve Hewitt - it is the employment until September part that is confusing me.

As he will not start the apprenticeship until September, can he start full time employment between now and then? Does the 'intention to become an apprentice' mean that the full time work from July to September (or possibly even October due to the new Hiring Grant) meets the rules:

When young people can start work 

A young person can start full-time work once they've reached school leaving age. Before school leaving age, the work they can do is restricted and depends on their local authority.

Between their school leaving age and 18, a young person in England must do one of the following:

• full-time education or training, such as school or college

• work-based learning, such as an apprenticeship

• working or volunteering (for 20 hours or more a week) while in part-time education or training

Currently he does not meet any of the bullet points; only as of September / October will he meet the second bullet point.

Oh right, I see. Well, given that there is literally no enforcement of the RPA rules for 16-18 year olds, I don't think it's a problem, plenty of 16 year olds in full time work...
