R12 Apps Co-Investment Report - Incorrect Employer Contribution?

I have an apprentice who was aged 18 on start date (13/09/2024) with a Levy paying employer. He left them on 28/11/2025 and started with a non levy paying employer on 03/12/2025. The new non-levy paying employer is not a 'small employer' as they have 67 employees. 

The R12 Apps Co-Investment report showed the levy employer needed to pay £18.33 in October 2025 (which they did). The monthly amounts due since then have been £0.00 except now - the amount due is £167.62, just for July.

Does anyone know why has this happened? He was aged 18 on his start date and the 2024/25 Apprenticeship Funding Rules contain the following rule:

157. The exemptions below apply to paragraph 156. In the circumstances below, the government will fund all of the apprenticeship training and assessment costs, up to the funding band maximum of the apprenticeship:

157.1. Employers who do not pay the levy, if at the start of their apprenticeship training the apprentice is aged between 16 and 21 years old (or 15 years of age if the apprentice’s 16th birthday is between the last Friday of June and 31 August)

They haven't been DLOCKed have they? Would explain a big chunk in July if the employer hadn't pressed the button? Although this doesn't explain why it's generating at all... Presume, with only a week between employers, there's no BIL, so wouldn't be an Original Start Date issue as there's only one Prog Aim?

Might have to be a helpdesk one, just the time of year you don't want it...

No they haven't - I only have one DLock at R12 and that's for someone not affected by this. I've sent an email to the helpdesk and they are looking into it. There is another post on here with the same issue so hopefully it's a glitch that will be rectified soon.

Sorry Rachel, I meant have they *been* DLOCKed since Christmas and it's only just cleared at R12? Can't see another reason why a big dollop of Contribution would arrive at once for a Non-Levy employer?

Ah I see what you mean - I've just checked and no, he is not on any DLocks. There was no BiL - and as he was aged 18 at start (and he started in 2024/25), he shouldn't appear on the co-investment report at all, should he?

No, no he shouldn't. Oddly, just spotted something similar on my R01 Contributions... 17 year old at start, no change of employer, no contribution up to this point, suddenly £151 against R01 (which is when his completion is, so it _feels_ like 5% of that, but why???)

Have you just put the achievement date in? is it 5% of the completion payment?

yes, first return with his ach date and, yes, looks about 5% but he was 17, and at a non-levy (so it's not just falling out of levy)...
